Hurricane-Resistant Construction Standards in South Florida
Florida's Building Code is among the most demanding in the country for wind resistance, and South Florida has the strictest requirements within that code. Here's what those requirements actually mean for a new build or gut rehab — and why code-minimum and genuinely storm-resistant aren't always the same thing.
The High Velocity Hurricane Zone
Miami-Dade and Broward Counties are the only two counties in Florida designated as High Velocity Hurricane Zones (HVHZ). This designation comes with construction requirements that go significantly beyond what the rest of the state — including Palm Beach County — must meet. If you're building or renovating in Miami-Dade or Broward, every structural element and every opening in the building envelope is subject to HVHZ-specific requirements. There are no exceptions for age of structure, project scope, or property type.
Wind Speed Design Requirements
In the HVHZ, structures must be designed to withstand ultimate design wind speeds of 170–185 mph, depending on location and structure type. These numbers come from ASCE 7-22 wind speed maps and are incorporated into the Florida Building Code. The design wind speed determines the required strength of roof-to-wall connections, wall-to-foundation connections, the type of structural fasteners, and the performance requirements for every window, door, and skylight. Palm Beach County is not HVHZ but still carries significant wind design requirements — typically 160–170 mph design wind speeds across most of the county.
Impact Windows and Doors: The HVHZ Standard
Inside the HVHZ, every opening — windows, entry doors, garage doors, sliding glass doors — must be protected with either impact-rated glazing or an approved shutter system. Storm panels stored in the garage don't count during a hurricane unless they're actually installed. Most owners in new construction and gut rehabs choose impact glazing permanently installed, which eliminates the need to deploy shutters before a storm. But not all impact glass is created equal. Products used in the HVHZ must carry a Notice of Acceptance (NOA) from Miami-Dade County BCCO or Broward County. This NOA is backed by TAS 201/202/203 testing — which includes a large-missile impact test: a 9-pound 2×4 fired at the glass at 50 feet per second. Products that pass this test are rated for the HVHZ. Products that don't — regardless of what the marketing says — are not.
Roofing Requirements
- Roof sheathing (plywood or OSB) must be fastened with ring-shank nails at specific spacing intervals dictated by the Florida Building Code — typically 6 inches on center at edges and 6 inches in the field, or tighter in high-wind zones
- Roof-to-wall connections must use code-compliant hurricane clips or straps at every rafter or truss — not nails through the top plate, which have significantly less uplift resistance
- Roof covering materials — shingles, tile, or metal — must carry Florida Product Approvals or Miami-Dade NOAs for use in the HVHZ
- Secondary water barrier (peel-and-stick underlayment) is required in the HVHZ under all roof coverings — this provides weather resistance if the primary roof covering is damaged
- Low-slope roofing systems (flat roofs) must meet HVHZ-specific membrane attachment and edge metal requirements
Structural Connections: The Chain That Can't Have a Weak Link
Wind uplift in a hurricane doesn't just attack the roof — it tries to peel the house apart layer by layer. The roof pulls away from the walls. The walls try to separate from the foundation. The Florida Building Code requires that a continuous load path be engineered and built from the roof down to the foundation: roof sheathing to rafters/trusses, rafters to top plate via hurricane clips, top plate to studs or block, block or studs to foundation via anchor bolts. In a code-compliant new build, this load path is engineered and inspected at every phase. In an older home that hasn't been renovated under permit, there's no guarantee any of this exists.
CBS vs. Frame Construction in Wind Events
Concrete block and stucco (CBS) is the dominant construction type in South Florida for residential properties, and for good reason — it performs better in high-wind events than wood frame construction when properly built. A well-built CBS structure with a code-compliant roof system, impact windows and doors, and proper tie-beam reinforcement is genuinely hurricane-resistant. Wood frame construction is also code-compliant and can be built to perform well in wind events, but requires more attention to fastener schedules, hold-down hardware, and sheathing attachment to achieve equivalent performance.
Code-Minimum vs. Actually Storm-Resistant
Meeting the code is the floor, not the ceiling. Contractors who build to the minimum — minimum nail spacing, minimum sheathing thickness, minimum impact product ratings — are legal and permitted. But there's a meaningful difference between a home that just barely meets code and one where the builder went above minimum on fastener schedules, used higher-rated impact products, ran continuous bead caulking at all penetrations, and added secondary waterproofing at every roof transition. The incremental cost of building above minimum is modest compared to the cost of damage. When you're specifying a new custom home or gut rehab, ask specifically what products and fastening schedules are being used — not just whether the project will be code-compliant.
Insurance Implications
Florida homeowners insurance is among the most expensive in the country, and rates in South Florida specifically have been volatile. HVHZ-compliant construction — documented with permits, inspection records, and wind mitigation reports — qualifies for wind mitigation credits that can meaningfully reduce annual premiums. A wind mitigation inspection after construction generates a report that insurers use to apply these credits. Building right from the start, with permits and inspections, creates the documentation trail that makes those credits available.
